Blue Sky 2011 Insurance Certificate


Effective 2011, the old National Tour Permit has been replaced by a new Tour Plan which requires local Council approval only. Unfortunately the new form, like the old one, is set up for a Troop that provides its’ own transportation and drivers using personal or rented vehicles. It doesn’t take into consideration the use of commercial carriers (bus companies, airlines, trains, etc) and asks for information on commercial drivers that is simply not available. Asking for the CDL number of the bus driver is like asking an airline to provide the license number of the pilot who will be flying your plane or asking the license number of the conductor on a train. It just isn’t practical, feasible or possible.

Here’s what we recommend you do when you fill out the Tour Plan Form.

Attach the Blue Sky Adventures itinerary you received with your Letter of Understanding to the Tour Plan Form (download above). Insert the following language in sections where the daily itinerary is listed “Tour conducted by Blue Sky Adventures, a professional tour Company, per the attached itinerary”. If needed, mileage from Albuquerque to Philmont is 220 and from Colorado Springs to Philmont is 210. Daily mileage on tour is less than 50 miles on day one and less than 100 miles on day two.

In the section asking for vehicle owners, vehicles and insurance coverage, insert “Ground transportation provided by professional tour operator, Blue Sky Adventures” and attach a copy of our insurance certificate (download above) to the Tour Plan From. In the section asking for CDL license holder driver names and CDL expiration dates write “NA-- commercial bus company hired”.

That should do it but keep in mind that the form is administered locally and each Council has its own needs and standards so there may be more questions. If you need more information that we can provide, we will do our best to provide it.
